2025年以来,汉中市市场监管局紧扣全市建筑保温材料安全隐患专项整治重点任务,以“全链条穿透监管、多部门协同发力、强震慑规范行业”为核心,精准突破、闭环推进案件查处工作,筑牢建筑保温材料质量安全防线,形成具有汉中特色的监管执法模式。

聚焦建筑保温材料生产、流通、施工、检测全环节痛点,构建“环节全覆盖、责任全落实、溯源全贯通”的监管体系。生产环节对10家本地企业(纳入建筑保温材料专项整治的企业5家,其中1家停产)实施“一企一策”精准帮扶,同步推行“一码贯通”溯源机制,实现产品从原材料采购到出厂销售的全程可追溯,从源头遏制不合格产品流入市场。流通环节对12家重点销售企业开展全覆盖排查,严查标识标签不规范、进货查验记录不全等违法行为,确保产品信息真实可查。检测环节强化机构监管,推动4家具有CMA资质检测机构入驻“秦质享”平台,实时公开检测报告接受社会监督,对出具虚假报告的违法行为“零容忍”。

打破部门壁垒,深化跨部门协同联动。2025年4月,城固县市场监管局联合县住建局精准排查辖区陕西益源恒丰建设工程有限公司承建的小西关村农业加工综合服务楼项目,对其在用的标称陕西聚新节能科技有限公司生产、规格为“1200*600*80*4片”的建筑外墙保温岩棉板实施抽检,依据GB/T25975-2018《建筑外墙保温用岩棉制品》标准,重点核查纤维直径、导热系数、燃烧性能等核心指标,检验结论为不合格。对当事人行为违反《中华人民共和国产品质量法》第三十九条“销售者销售产品,不得掺杂、掺假,不得以假充真、以次充好,不得以不合格产品冒充合格产品”之规定行为,城固县市场监管局依据该法第五十条规定,依法作出没收违法所得8785.78元、罚款49639.68元的行政处罚。该案作为全市建筑保温材料专项整治典型案件予以通报,与其他3起同类案件形成警示矩阵,通过“案例解读+标准科普+风险提示”形式广泛宣传,明确违法成本,强化对行业主体的震慑力,切实守护建筑质量安全底线。

坚持“查处一案、规范一片、治理一域”的理念,构建“处罚+整改+帮扶+宣传”的闭环治理体系。对查处的违法企业,不仅依法从严处罚,更组织技术骨干上门开展标准解读、原材料管控、生产工艺优化等专项帮扶,指导企业完善质量管控体系,推动企业从“被动整改”向“主动合规”转变。建立常态化监管与动态复查机制,对整治后企业开展“回头看”,确保整改落实到位。2025年生产领域抽查6批次产品均合格,行业整体质量水平显著提升,实现“查处-规范-提升”的良性循环。

下一步,汉中市市场监管局将持续深化建筑保温材料全链条监管,强化技术赋能与部门协同,保持执法高压态势,以更实举措筑牢质量安全防线,为全市建筑保温材料行业高质量发展保驾护航。
